Our senior consultants are also chosen for their complementary backgrounds, which allow them to look at our clients’ unique problems from many different perspectives. Our associates are outstanding individuals, with the credentials similar to those of their peers at the largest consulting firms, and with years of demonstrated success in their chosen professions before they join the Maverick team.

Our psychologists are recruited with an eye toward their clinical experience and diverse practice areas. We employ only licensed, PhD practitioners who have demonstrated their capabilities in the private and corporate sectors.

William R. Stark
Managing Partner
Bill is managing partner and head of the business consulting group at Maverick. Originally from New York City, Bill relocated to Tampa, Florida in the early 1980’s from Washington, D.C. After playing college varsity and pro tennis, he returned to the City University of New York’s business school. A few years later, Bill was recruited by the CIA’s operations directorate. Subsequent to that overture, which Bill had to thoughtfully decline, he established one of the first counter-terrorism firms in the country staffed entirely by former career intelligence officers. read more >

Dr. Martin D. Cohen
Director of Behavioral Integration Management

As a professional psychologist with a Ph.D. in clinical psychology, Marty developed Behavioral Integration Management™ (BIM) as a fully integrated set of processes and tools within the traditional management consulting services that Maverick offers. We believe that by assessing and addressing the people issues, our clients will realize better implementation of our collaboratively crafted business strategies and action plans, which will result in significantly better and more sustainable results.

Charles Beck, Jr. is Maverick’s Director of Risk Analysis & Assessment. Along with his expertise in high level recruiting, counseling and personnel issues, Chuck brings a keen perspective and capability (honed by his decades as an intelligence officer for the Central Intelligence Agency) to several other areas, including: finance, governance, and political and security risk analysis. Chuck is one of those rare individuals that can bring a sense of calm and direction to a chaotic situation.

Dave Carboneau is Director of Maverick’s Utility Practice. After a successful career at Portland General Electric, we are proud to have Dave’s steady hand leading our efforts in this high visibility industry. PGE was long recognized as one of the best managed utilities in the country, and during his 30 plus years there, Dave rose through the ranks of accounting, finance, marketing and technology. Dave retired in 2002 as corporate vice president for technology and business development.
